Electronic Charging Document Project (eCDP)

eCDP stands for electronic charging document project.  This project was first undertaken as a proof of concept with the Municipality of Anchorage (MOA).  The objective was to determine if an agency that generates a large volume of criminal cases could file them system-to-system rather than having to file each one as paper or, with the roll out of e File, via an eFile portal.   After proving that data to initiate a case could be transmitted from the MOA’s system into the Alaska Court System’s (ACS) case management system, the MOA indicated it would be some time before it could move forward with developing this project for production.  In the meantime, the Department of Law expressed interest in being able to send cases from Law’s system to the ACS.  The Law-ACS eCDP is currently undergoing testing before moving the first phase into production.  In the first phase, Law will transmit data and a PDF of the charging document to the ACS, and a case will be initiated in the ACS case management system.  As of October 2023, testing has generated several cases successfully, bringing the project closer to entering into production.  Law and the ACS have tentatively agreed that the pilot location for this first phase (case initiation) will be the DA’s office for Utqiagvik (served by the Fairbanks DA).  Once the first phase is successfully rolled out to the pilot location, it will be implemented statewide.  The project will then move to a second phase, which will allow Law to submit subsequent filings in cases initiated via this system-to-system process.  A third phase will make it possible for the ACS to send hearing event information back to Law.
